We need your help to create/improve a "repos.yaml" (comparable with the "info.yaml", but containing *centralized and reliable* information about the *project/repo lifecycle state* ) including a schema file for validation.

Background Info: During the discussion how to improve the management of unmaintained ONAP projects/repos the idea came up to use a new yaml file to store the (un)maintained state of projects/repos. We like to use it as the single source of truth and for automating the lifecycle management over the various systems. E.g. the file should be used to manage the read-only state in gerrit in an automated way. Currently we do not have this single source of truth – nor a lot of automation in this area. Unfortunately info.yaml is not maintained correctly if PTL/community is no longer in place. And several wiki pages have statements about the lifecycle state of a project/repo as well but they are not aligned.
