Here is the background regarding Catherine's email about the election from earlier today. https://lists.onap.org/g/onap-tsc/message/8956. She appropriately called a halt to the already in-progress voting due to a protest which was raised by a potential candidate who was not included on the ballot. The instructions in the official call for nominations are clear: https://lists.onap.org/g/onap-tsc/message/8845 * Interested individuals MUST REPLY-ALL TO THIS ORIGINAL EMAIL with your intention to run no later than 23:59 UTC, September 21, 2022 * It is recommended that candidates include a small head-shot, a short biography and statement of intent on why you would be a good person to hold a seat on the TSC. * Please also fill in the 2022 TSC Election Candidates wiki page <https://wiki.onap.org/x/EAWSC> with that same information. Similarly, the Candidates wiki page has the same guidance: * All candidates must reply all to the "Call for Nominations" email message EMAIL LINK <https://lists.onap.org/g/onap-tsc/message/8845> to run for a TSC seat. * Nominees are encouraged to provide your information here as a courtesy at the request of your Program Manager. Doing so will greatly assist in the actual election process later on. * NOTE: simply filling in this page is insufficient to qualify you for the election. You must send the email as requested. In this situation, the official process was not followed. Instead, a separate, one-off self-nomination <https://lists.onap.org/g/onap-tsc/message/8880> was emailed to the TSC back on Sept. 9th. My due diligence and reconciliation work over the weekend was focused upon the 13 candidates who had followed the official process. Understandably, searching for other potential candidates outside of the published process was simply nowhere on my mind. It also does not appear to have been on the community's mind either, as when I reviewed the list of candidates during the TSC meeting last Thursday, no one on the call mentioned anything about any candidates being missing. The availability of this potential seat itself is not contested. The number of people running for a TSC seat in this election is less than the maximum number of seats allowed, even if this candidate is permitted to run. In fact only a single vote from a community member would be required for the candidate to secure this seat. However, starting a new election with an additional name on the ballot at this stage will require the approval of the TSC. To that end, I will be generating an anonymous vote for TSC members for this purpose. I will hold the vote for a waiver open for 24 hours from the time it has been initiated. If approved, I will generate a new ballot and launch a new election, resetting the 2 week clock in the process. If unapproved, my recommendation is that the current election & timeline proceed as-is.
