I removed ATT copyrights from the picture. I am not sure if we should be using 
the word "plugin" with "framework" equivocally, but I will answer based on the 
assumption this is what you mean.

I believe we are talking about the "Plugin" for different Authentication 
Protocols, no?  Given that then the Plugins for the Java CADI Framework should 
be written in Java.  If, in the future, there is a "CADI Framework" for other 
languages, then the plugins for those Protocols should be written in the 
language of the Framework.

For the Java CADI Protocol, you do two things:

1)      Include the Plugin Jars in the Classpath

2)      Set the appropriate property that loads the plugin in the 
"Cadi.properties" file

a.      Ex, cadi_pluginx=PROD

3)      We haven't discussed potential use cases with TSC committee.
