TSC has approved the temporarily roll back of the gerritt ruleset which
prohibits a Committer from performing self-commits.
This roll-back is approved for 3 weeks and is to be executed as soon as
possible
A TSC Policy was approved that self commits are only to be exercised by the PTL
under exceptional circumstances for Highest Priority bugs.
The TSC policy will not to be enforced through any technical implementation
means by LF-IT.
