Hi Morgan, A Committer that has not performed their duty as a Committer for 6 months can be removed by the PTL. The precedent for this model was set back in December 2017. There should be no issue proceeding based upon what you have outlined here.

I asked people referenced as integration committer who are not active since at least 9 months or more (see stats done for the Integration PTL election https://wiki.onap.org/display/DW/Integration+PTL+election+Frankfurt) to reply if they want to keep this role. So far I got only 1 response and 1 mail is no more valid. According to the procedure https://wiki.onap.org/pages/viewpage.action?pageId=11929094, there are 3 scenarios for committer revokation: 1) A Committer may voluntarily resign 2) Demonstrated failure of the Committer to effectively perform her/his duties for an extended period of time (6 months or more). or Demonstrated failure of the Committer to effectively perform her/his duties for an extended period of time (6 months or more). 3) A Committer can be removed by a 2/3rds vote of the sitting Committers vote to remove the Committe The option 3) is hard to setup because the quorum cannot be reached due to lots of inactive committers... Some of them have been granted at the creation of the project and probably never contributed. Is the absence of contribution and no-reply a demonstrated failure?
