At this week's TSC meeting there was a question regarding the stats used to determine the code development award. What the TSC agreed to back in 2019 was the following: Code Development - No nomination but the first top 3 recipients based on biterg.io data https://lists.onap.org/g/onap-tsc-vote/message/1320 Since then FX Insights has replaced Bitergia as the metrics application, so any reference to biterg.io is really a moot point. ;-) What was not made clear in the above decision is exactly what data was to be measured. I looked a bit but I didn't see any discussion attempting to clarify that point. It is my belief that the intent was for it to be "merged code" since that is how we measure Active Community Members (and therefore why I put it that way on the award web page.) Here is the language for Section 4.1.1.1 of the Community Document: * Active Community Members: Anyone from the ONAP community with twenty (20) or more measurable contributions during the previous 12-month period, inclusive of code merged, code reviews performed, wiki page edits, or JIRA activities In the context of establishing Active Community Members what has always been used for ONAP has been the number of merged changesets. Whether you agree or disagree with that, merged changesets have been the consistent way of measuring "code merged" for determining Active Community Members since the beginning. If the TSC would like to tighten up the definition of "code merged" now is the time to do so; I don't know how much time it may take to get a different query built into the tool in advance of the upcoming TSC election cycle.
