The theory that taxes should be cut when economic
times are good is false. The time to raise taxes and 
repair roads,schools,and other areas that need
increased funding is when the economy is booming and
people can more readily afford it. The time to cut
taxes and give rebates is when the economy fizzles and
people can use a break. Also a statute should be put
in the law books that when taxes are high that a
certain percentage of taxes collected be put in a
rainy day fund so that when times are bad the state
has a reserve on which to fall back on.
