[Winona Online Democracy] The theory that taxes should be cut when economic times are good is false. The time to raise taxes and repair roads,schools,and other areas that need increased funding is when the economy is booming and people can more readily afford it. The time to cut taxes and give rebates is when the economy fizzles and people can use a break.
