About a week ago I received a e-petition on another issue that I thought
was a unique way to show public support of an issue and might fit into
Joliene's idea. What was received was an online petition that people could
sign and forward to others in an effort to show the support for the
initiative that was being proposed. In may be the next best way to gain
legislative attention until we are able to get "Initiative and Referendum"
in Minnesota.

>I asked Gene Pellowski and Bob Kierlin if they would take the issue of
governmental bodies donating their older computer equipment to non-profits
to the legislature this next year.
>
>I noted that it may not be as simple as inserting a new sentence into the
statute as it stands but would they pursue it.
>
>I do not know if his response came back over the online democracy routing
so I am recapping his response for all of you.
>
>Senator Kierlin has responded that indeed he will pursue it legislatively
if no policy roadblocks become evident. He also indicated that there may
need to be some qualifiers such as giving them to a central recipient (such
as a community foundation, United Way etc) to make the determination of who
gets what.
>
>Here in Winona we have the United Way and a Community Foundation that
could be directed to act as the central recipient.
>
>One other note. Senator Kierlin indicated that passage of a bill is
greater if there is wider spread interest in the topic. I think that, if
possible, all persons who have similiar sister organizations around the
state should contact your contacts in those cities and ask them to ask
their senators and representatives to pursue the change being proposed.
>
>At our next meeting, I will be asking for help in sending the topic and
suggested solution out on the onlinedemocracy networks in Mpls etc.
>
>Wouldn't it be great if we could use this system to impact a legislative
issue (though it be a small one) by use of this new networking mechanism?
Another first for Winona??
