I believe we do have 'term limits' already in place.  It is called elections.  If an incumbunt is not doing their job according to the "majority of people that vote", the term is limited by being voted out of office.  The secret, is in the numbers of people who vote.  Many would rather complain.  Did you vote or did you complain?  Did you run for office to give the people voting another choice??
 
As to reducing the involvement of the national government in our everyday life, we, the people still have that control.  Again, it is indifference, desired dependency or what ever you want to call it that forces the need for 'someone' to take charge.  If we don't, then someone else will.  I don't have the examples at my finger tips but I have read about them.  There are lots of examples when ONE VOTE did make the difference. 
 
 It does matter  when any one of us doesn't vote or doesn't get involved.  We need to ask questions, offer opinions or ideas but most importantly of all we need to step up and say, "what can I do" to help make change happen.
