Turnout rates are as misleading as unemployment rates and for the same
reasons. Many peole are not counted in the calculations. If voter
turnout is the % of "registered" voters, it is misleading since almost
all citizens in Minnesota 18 + are eligible to vote on election day.
All you need is a driver's licnse, utility bill or someone to vouch
for you. So, at least in Minnesota, turnout rate sohould be what %
the number of voters is of the 18+ population.
