To address two of your concerns about a re-vote:

First) It would be fairly easy to make sure that a person who didn't vote on 
the 7th 
would not be allowed to vote in a re-vote. 
When you vote you have to sign the voting register right?
So if your name is not on the register from the 7th, you don't vote in the 
re-vote.

Regarding your suggestion that people would switch votes and vote for the 
"winner" i 
don't    see that as a problem. With the vote as close as it is, no one 
really knows 
who the winner is going to be so they couldn't switch candidates to vote for 
a 
winner.

And, speaking only for myself, if i only wanted to vote for a winner, i 
wouldn't have 
voted for;
McGovern in 72, John Anderson in 1980 or Ralph Nader the last two elections.
