The Winona County Human Service Dept. administers public programs and
vendor contracts for child support enforcement & collection; public
assistance programs such as cash grants, food stamps and medical
assistance for low income; and social service programs such as child
protection, mental health, chemical dependency, developmental
disabilities, foster care, day care licensing /assistance and adult
protection.
The Committee was established (not required by the State or Federal
Gov't) by the County Board in 1980 to provide for citizen input into
budgeting and administrative decision making.  The Committee has spent
considerable time reviewing vendor contracts for various agencies such
as the Mental Health Center, Developmental Achievement Center, WORC,
Home and Community Options, Franciscan Skemp group homes, youth group
homes, Women's Resource Center, Winona Volunteer Services, Big
Brothers/Big Sisters, jobs and training programs, etc. etc.  The
Committee reviews the County Human Service budget annually, gives
input into new program ideas and makes recommendations for legislation
at the State and Federal levels.
