[Winona Online Democracy] I totally agree with Scott Lowery. Government should do for citizens what they cannot do for themselves. With my rebate, I'll not be able to solve any societal problem. But wise spending of the surplus by the government can alleviate some of the cirses we are facing. Quality costs!
