I guess I still don't understand.  It may be a matter of which comes first, the new curriculum or the new test.   OR a change in teaching style by the teacher. 
 
Our teachers method of teaching, the curriculum, and the tests all must be coordinated to do what needs to be done. 
Measure concepts, mastery of skills and memorization of some fact/information.
 
I see this as meaning:
1) Teachers may have to teach differently (Universities may have to change the way they teach teachers.  horror of horrors)
2) Curriculums may have to written differently
3) Tests would need to be re designed then to MEASURE MASTERY of the curriculum concepts or educational materials deemed to be necessary in Today's society.
