Paul, you make good points...as usual.

Local responsibility is the other side of the coin of local control.
Very true, very important.
At the same time, funding of education is a partnership between the state
and local school boards. Most people do not know that.
The two partners are not equal and draw their incomes from different sources.
If one partner or parent was more able to invest in their child's
education, shouldn't they be obligated to do so, especially if their source
of income is much larger and subject to much less regulations?
To blame local officials for statewide problems does not seem fair.
Am I overly simplifying the situation.
