The MN Dept of Children, Families and Learning has the by district financial
data for the 1999-2000 school year available. I downloaded the file which
shows expenditures per student (called ADM). Here is the link to that file

Winona spent $6,871 per student in '99-'00, up from $6,381 the year before.
This would have moved Winona to 8th from the bottom in Wisconsin instead of
third from the bottom.
MN average per student was $7,049 in '99-'00, compared to $6,695 the year
prior. This average would have been 19th from the bottom in WI for that
year. Wisconsin's average ranked 225th in that state out of 429 districts.
WI had an average per student expenditure of $8,391 in '99-'00. Wisconsin's
average per student expenditures were 19% higher than Minnesota's in that
year. Winona's '99-'00 per student expenditure was 2.5% below the average
for Minnesota, but 18% below the average for Wisconsin.
