Congratulation are in order for the outstanding performance of the Cotter
Teachers in their successful teaching program for their students to achieve
a 99 percent passing rate on the Minnesota Basic Skill Reading Test.
Congratulations are also in order for the progress achieved by WAPS
Teachers with their improvements of three percent in reading and four
percent in math.
No child ever fails -- only the teacher who failed to provide the knowledge
in the manner and method necessary for retention and success to occur.
