Hello Winona Online Democracy,

I just read the MN State Senate newsletter and it was the first time I had
heard about important campaign finance reform bills in the MN State Senate.

Please consider calling, writing, e-mailing, and spreading the word about
this important bill.  In my opinion, we have to end legalized bribery and
get the corrupting influence of money out of our democracy.

Here are the basics:

1.  Name:  Senate Bill 388, Fair and Clean Elections (FACE) Bill

2.  Currenty in:  The Rules and Administration Subcommittee On Elections,
Chair:  John Hottinger, DFL-Mankato.

3.  What:  Provides for full public financing for candidates who agree to
lower contribution limits and provides matching funds to respond to
negative ads.

4.  Other State's Examples:  4 other states have enacted this important
democratic reform.

Here is a short version of the article:

"Beth Fraser of the Minnesota Alliance for Progessive Action (MAPA)
testified in favor of S.F. 388, the Fair anc Clean Elections (FACE) bill,
authored by Hottinger.  Fraser said faults of the current system are that
candidates spend too much time raising money and recieve too much money in
supposedly independent contributions from political parties.  She also said
public perception is a seroius problem, since a large majority of
Minnesotans believe that politicians are more responsive to larger donors.

S.F. 388 remedies these problems, according to Fraser, by providing full
public funding for candidates who agree to lower contribution limits.  The
bill also  provides matching funds to respond to independent expenditures
and encourages positive campaigns by providing more money to respond to
negative ads.  The bill encourages parties to spend more in coordination
with candidates, and still allows organizations to communicate with their
members, she said."
