In my opinion no!
They are contracted for a number of work days per year which is negotiated.
That number was around 180 but changes yearly. Just as other people work
a 5 day 260 work day year or the newer 4 -10 hour days 208 day year. The
vacation time and holiday for the traditional work year is a negotiated
reduction from these numbers. All are costed into the actual days worked.
If teachers elect to contract for other work, run a summer business, take
time off or go back to school over the summer that is their option. What
most have done however is to make sure the compensation rate for the days
worked is high enough so as to permit any of those options to be available.
It is no different than many businesses who build into their fee structure
for their seasonal down time or a manufacturer who works but one shift.
Most also look forward to that slow period as a time to relax or to take on
other work.
One of the advantages of a 12 month school year would be that vacations
could be granted similar to the private sector and then the issue would
become none existent. Better yet we could all work 6 hours on Friday, 10
on Saturday and 10 on Sunday and then have the rest of the week off all
year long with no vacations needed because we would have time to get
everything else done.
