I accept your apology. I would observe that there is a combination amongst
the student population of those who are making excuses and those who
actually have been discouraged. I think it's quite possible to address all
of the possible causes of a problem without taking the blame from one person
and putting it on someone else. Hence, while it is the student's
responsibility to put forth the necessary effort, if the school
administration is discouraging students from doing this, then they too
should look into changing their policies.
