[Winona Online Democracy]
I assume the the City Council decides where the
carnival will be located each year,i.e., downtown or
the lake. Does any one know what they base their
decision on?
The carnival takes up so much room downtown. It
affects the movie theater/movie goers, other downtown
shoppers who want to visit that area, shop owners, and
the farmer's market.
However, I also know that people who live around
the lake, dislike having the carnival there.
So........?
