Yes family does come first but that doesn't mean that the LS in the family actually have to Embrace. There are plenty of people not LS who have no such qualms. Not wanting to start a theological debate or anything but if an LS member of the family thinks someone is deserving of the Embrace but doesn't want to actually do it themselves then you just convince someone else to do it for you then 'raise' the young neonate yourself.
