Are you referring to the level 3 power? If so they do cost a blood to create. The Sangiovanni produces black plasma from a bodily orifice which they then can apply to heal wounds. The text says that if this power is used on a vampire, the roll is contested by the target's Resolve + Composure. So arguably, trying to detect kindred obfuscated would require a contested pull.
