Prior to migration over to apache, the fmprod webapp relied on an older version
of cas-metadata which still supported the toXML method for the metadata object.
this has since been supplanted by use of the SerializableMetadata object and
should be modified to be compatible with a single oodt release. Related to
OODT-15.
