Currently the org.apache.oodt.cas.crawl.action.MoveFile and
org.apache.oodt.cas.crawl.action.DeleteFile have common properties but do not
share the same code base. Although they seem to support the same features they
do it in different ways. Refactoring this code would insure consistency amongst
these actions.
