The graduation explanation in 5 is too detailed again and I think should say: bq. Once a release is approved by the Apache Incubator, the project plans to request graduation using the Apache process. with a suitable link to the process. But I don't know what the link is, so I'll leave it to an expert. In reply to a comment by Terry North: Paragraph 5 line 1 refers to a 'TLP'.
