I can affirm that a Check-Out using the https works whether or not one is a committer. On my system, I did not need to provide credentials until I did my first check-in.
(Note that this is not true for private/restricted SVNs where one must offer credentials to access them whether via check-out or web access to the repos foler.) My pure speculation is that the https is specified in this way because of performance concerns around all check-outs and updates being done via https.
