It has to be someone who has the files and can fix their SVN mime-types and 
encodings on addition to their working copy so that the special cases on 
newline and end-of-file check in and out properly.

It needs to be one of our committers who has their hands on the correct files 
and knows the list of missing ones.  I think there are enough (see the CC list).

It looks like the details are at various points on threads with 
[Repo][Proposal] in the subject.
