You might be able to do this as moderators. Request ooo-general-ja-help from a moderator e-mail account. You can also find where to edit a bottom message in Japanese Language to provide instructions to recipients.
If the available moderator actions do not allow changing the non-subscriber rules, I recommend you open a new issue and request that non-subscriber posts go to moderation, with the usual option to reject, accept, accept all posts from that sender.
