You might be able to do this as moderators.  Request ooo-general-ja-help from a 
moderator e-mail account.  You can also find where to edit a bottom message in 
Japanese Language to provide instructions to recipients.

If the available moderator actions do not allow changing the non-subscriber 
rules, I recommend you open a new issue and request that non-subscriber posts 
go to moderation, with the usual option to reject, accept, accept all posts 
from that sender.  (Accepting all posts does not create a subscription, 
however.)

With current list settings, if a non-subscriber post a message to
ooo-general-ja/AT/incubator.apache.org, his/her message is just
rejected and doesn't reach moderators.
We, the list's moderators, would like to see those messages posted
from non-subscribers, and to decide whether those messages can be
delivered to the list or not, and we can tell those non-subscribers
"please subscribe the list."
