There is a tool, RAT, that is used to check SVN for license headers. I believe that is being worked through.
Meanwhile, I want to correct what might be a misunderstanding. It is the PPMC responsibility to *demonstrate* to the IPMC that IP clearance has been accomplished and in a way that can be inspected/verified/audited.
