Yes. And OOo Ninja used to have excellent articles about the new 
OpenOffice features. See for example

Now, I wish we had had something like that for OpenOffice 3.4... We 
managed to put together very comprehensive and readable release notes, 
but users would still benefit from a quick overview like that one.
