With some more investigation, I found the problem is not regression defect. 
Here is the reproduce step:
1. New Impress doc.
2. Change layout to "Title, Content"
3. In content text box input three paragraph and assign animation to each line
4. Play screen show, the animation works fine
5. Input another paragraph, and assign animation
6. Play screen show

You will encounter this problem. This problem also exist in OO 3.3
