Argh, good catch. I turned off the dependency of scp2 on aprutil when
SYSTEM_APR_UTIL is YES. I forgot about the version file. But that
should be a simple fix.
From instsetoo_native directory,
build --all --show
does not list apr/aprutil/serf builds.
Yes, that is basically a feature but see above.

Manually running build&deliver inside apr_util directory correctly
delivers the .mk file.
