So, in this case an anonymous user will need to request a directory be added by 
a committer as a first step? If so, then the request should give the anon user 
a comment field to indicate their intention in adding the directory.

As in "Please create the following directory" - then the committer can say 
"yes, here it is", or "no, please use the following directory or file"
