Go to Format Page and select the Sheet tab, in the Scale section as you can see the Scaling mode is set to Fit print range(s) to width/height the Width in pages is set to 1 and the Height in pages is set to 5 if you blank out the Height in pages the Manual Breaks are honored. In my opinion it is not a bug but rather bad documented.
