I have tried to play with "Format > Character > Position", "equal spacing (or
what it is called in Chinese-traditional".  *Unclick* that, and kerning between
digits go away.  It is strange that the checkbox is called "equal spacing",
or maybe it has been mistranslated into Chinese-traditional, and it actually
means "kerning", i.e. packed.

Maybe it should be disabled by default.
