If you use an anonymous list, you can mark the items, which should go to a separate list, remove the property 'list' and apply the property 'list' again. If you use a named list (by applying a list style) then mark the items and apply a different list style. Using separate parts of the document as items in one and the same list is a special feature of Writer. For example in HTML this is not possible. Having an one click way for dividing one list into two lists would be a feature request for the UI. A more precise description of the current behavior in the help might be needed in addition.
