The first time I attempted to replicate it, I actually got distracted by doing something else and was letting the export run in the background after starting it. When I went back to check, the export had completed. I deleted the file that was created and attempted to replicate the problem again, this time I watched as the system did go into a "Not Responding" state, and the progress bar was not moving, which made me believe that I had replicated the bug. I exited out of the program, and opened it up again, this time I attempted to export to PDF again, watching to see what happens. The program went into a "Not Responding" state again but I let it keep running. After about 3-4 minutes, the export finished successfully. I tried to remove the "references" section, and the Export feature functioned much more quickly, as it finished in under 1 second. I closed out, deleted the PDF file again, and attempted the export one more time, without touching the OpenOffice program while it was working. This time the function finished without going into a "Not Responding" state, which means that the "Not Responding" state was most likely caused by trying to call the attention of the program by addressing it (clicking on it or tabbing to it)while it was working in the background. Lastly, I closed out of the program again, deleted the PDF file, reopened the program, deleted the body of text, leaving only the reference and attempted the export. The program exhibited the same problems as before; The export went into a "Not Responding" state when I tried to address it and the Export PDF progress bar froze, and eventually finished. >From my perspective, this is still a valuable bug to investigate because the amount of time that it takes to perform the export does not match the experiece of similar programs, such as MS word.
