Repro steps:
1. New a spreadsheet,Click navigator button, then add a comments for cells,
after do this the "+" icon appears in navigator before comments.
2. Click the "+" icon button to see the comments you add in step 1
3.Delete the comments in step 1, the "+" is disappear
4.Add comments again
Result:
The comments didn't add into navigator comments list, and the "+" not appears
