On Windows, mouse over toolbar produce incorrect look. Button under pointer
looks as ""mouse click" not as correct ""mouse over".
This behavior in not only cosmetic, but confuses users.
BTW there was the same issue in LibreOffice 3.4, fixed many time ago:
