Test case
See the attached CSV file.
If you open the file with Calc and select the UTF-8 character set, you will see
that quotes are not removed from the "Column 1" value in the first cell.
The file starts wit a UTF-8 BOM byte-order-mark.
If the BOM is not present, the quotes are properly removed.
