As per following article (Not an official RTF spec page) http://latex2rtf.sourceforge.net/rtfspec_6.html \ansicpgN specifies the 'This keyword represents the ANSI code page that is used to perform the Unicode to ANSI conversion when writing RTF text.' This tag is missing in RTF created by Open Office. (I check the attached file also.)
