I repeated your original exercise with šbkeâ}sKeve and I can still end up with \fcharset128 and failure to treat the font as mapping from cp1252, even when I select APS-DV-Stardust font and I see the Devanagari presented before I Save As ... RTF. It is difficult to know what the pattern is.
