Please look, whether all parts of XHTML export filter are installed. The filter is in Basis > share > xslt > export > xhtml. It consists of the four files body.xsl (131 KB), header.xsl (20KB), opendoc2xhtml.xsl (9KB), and table.xsl (10KB). You can test the filter in Tools > XML Filter Settings. For example open a Writer document and then chose 'XHTML Writer File' and then click on 'Test XSLTs'.
