Similar to Bug ID 20918 but involving rulers under Imperial measurements.
Inches under Imperial system are divided by 2, halves, quarters, fourths,
eighths etc.
The ruler instead uses 10ths which is pretty much worthless as you won't find a
real world measurement tool with a 10th.
