0. Installed for English language on English language Windows 7 x64
1. Create a new, empty .odt file
2. Select File -> Save As
3. Select .html format
4. Click Save
Open the .html document in a text editor, it says LANG="de-DE"
BODY LANG="de-DE" DIR="LTR">
<P LANG="zxx" STYLE="margin-bottom: 0in">This is a test</P>
<P LANG="zxx" STYLE="margin-bottom: 0in"><BR>
</P>
It seems like it should be en-US.
