You have used "square"-signs with a character size of 20pt in those paragraphs, although the other characters are only of 9pt. If you will force the lines to a spacing that fits to 9pt, you have to use a fixed line height. Otherwise the line height is set to the largest character. That has nothing to do with "Spacing above paragraph" or "Spacing below paragraph" but is the setting "Line spacing".
