If you mean "It's inconvenient to try to fix it", then I would accept that. I
do not think it is appropriate to say that this behaviour "is acceptable",
though.

If I ask to change a format of a group of cells that I have selected, I expect
all the selected cells to change their format. If I want one of those cells to
keep its format, then I will remove the cell from the selection before applying
the change.

An analogy - if you paint a wall, you do not expect the paint to fail to cover
any existing graffiti because it was added after the original decoration. I
think that the existing behaviour is counter-intuitive and should be changed.
