I was able to reproduce this bug using Windows 7 Home Premium OS.

Steps followed:
1) Open OpenOffice Writer
2) Go to Format - Page and there change the width=192cms.
3) Copied the following comma separated values:

        C01;C02;C02;C03;C04;C05;C06;C07;C08;C09;C10;C11;C12;C13;C14;C15;C16;C17
        v01;v02;v02;v03;v04;v05;v06;v07;v08;v09;v10;v11;v12;v13;v14;v15;v16;v17
        v01;v02;v02;v03;v04;v05;v06;v07;v08;v09;v10;v11;v12;v13;v14;v15;v16;v17 

4)Press Ctrl + A
5) Go to Table - Convert - text to table option.
6) Select out "Semi Column" and "Heading" both the options.
7) Hit "OK" button.
8) Change the column width for two-three columns 
9) Save and reopen the file and see the columns missing.

Observations:
-> When I select page format as "Landscape" it is not dropping any columns.
-> I was not able to change the column width for columns beyond column-7.
-> More the column-width you change more columns get dropped out. Agreeing to
Jason. But I was not able to go as low as 1 column, as Jason. 
-> Changing the height of the records does not have any bad effect.
