when I import csv-files with text separator " to OO, and select "values in
quatation marks as text" at the import dialog, OO adds an additional '
quotation mark at the left end of the cell.
This makes converting the cells to numbers impossible.
Removing the ' sign with the search&replace dialog is also impossible.

Even if I replace all " text-separators with ' text separators before
importing, the additional ' is set!

If I don't use the option "values in quatation marks as text" all numbers with
3 and more decimal places loose their decimal point, so an importing this way
is also impossible.
I think the . is interpreted as thousands separator which is not a good idea.

Tested with the german version.
